1- Localize Your Domain
When marketing a website in Hebrew and Israel languages you must begin by constructing your website on a local Israeli domain which is “co.il”.
Google and other search engines will take care of local domain names better than international ones (.com). This applies to other countries also – always use their local domain.
In my case, I’ll use .in extension which is of India (proud to be an Indian).
Even if your site is in English, but still targeted at Israelis living in Israel you should localize it.

2- Store Your Website Locally
You should host your internet website in Israel.
Your target audience is Israelis who live in Israel; they will access the website faster when it is hosted locally.
Your website will get better rankings on Google and other search engines when it locally stored.
3- Encode Your Website Appropriately
While making an internet website in the Hebrew language you must confirm that the website is encoded as it should be so that every visitor will read the Hebrew fonts accurately and won’t get the fonts in Gibberish.
My favorite encoding is UTF-8.
4- Look in the Mirror
Keep in mind that the Hebrew language is written from right to left side and not from left to right-hand side that means that you shouldn’t apply a regular website theme or template.
